Public Procurement rules on eAuctions and Tenders 

  • Advise bidders of the intention to use an eAuction at the OJEU Notice stage.
  • Training and support to bidders before and during auction must be offered.
  • Invite bidders simultaneously by electronic means to participate.
  • Invitation must include e.g. connection details; date and time of auction which cannot be sooner than two working days after.
  • Auction must be based on lowest price or most economically advantageous offer.
  • If auction is based on most economically advantageous offer, bidders must be informed of details of the mathematical formula(s) to be used for ranking in the auction.
  • Any formulaes used for ranking must be applied automatically into the auction, ensuring that auction result reflects the final ranking.
  • Ranking must be visible to bidders during the auction.
  • Minimum bid decrements must be visible as well.
  • Auction can be closed at a fixed time or when no bidder wants to submit new prices.
  • Auction Results must be communicated to bidders simultaneously by electronic means.
